Niger Republic plans to build 100,000 bpd crude oil refinery at a cost of S1.9bn

 

Lagos, Aug. 2026 – Niger Republic plans to build a 100,000-barrel-per-day crude oil refinery at the cost of $1.9 billion in Dosso.

The refinery is to complement the existing 20,000 old refinery in Zinder, which began operations in 2011 and operated by Société de Raffinage de Zinder (SORAZ).

The new refinery is planned to be one of West Africa’s largest refineries, coming after the Dangote Refinery in Nigeria and Sentuo Refinery in Ghana.

The agreement was signed on Aug. 15, 2026 between Niger and Zimar Group, a Canadian partner.

It is to be constructed on “Build-Operate-Transfer” basis, a public-private partnership arrangement where a government grants a private company the right to finance, build, own, and operate a project for a period.

The technical partner will build and operate the refinery for 13 years after which the government will take it over.

Benjamin Day Marc, the Chief Executive of Zimar Group, said the technical partner planned to develop the project to start refining and create direct and indirect jobs.
