
The programme aims to strengthen leadership capacity, improve performance management, and accelerate strategic reforms.
NSC Executive Secretary/Chief Executive Officer, Dr Ukeyima Akutah, disclosed this on Thursday in Abeokuta.
Akutah described the retreat as a major investment in leadership development, succession planning, and institutional transformation.
With the Theme ‘Middle Managers as Catalysts for Excellence and Innovation,’ the event targets future leaders.
It brings together middle-level officers considered crucial to the Council’s growth and operational effectiveness.
Akutah said the initiative aligned with the Council’s Strategic Plan 2025–2029 and prepared officers for higher responsibilities.
“The retreat is more than a training programme. It is an investment in leadership development,” he said.
He added that it would strengthen succession planning, institutional capacity, and the future of the organisation.
According to the NSC chief executive, middle managers bridge policy formulation and execution across the Council.
He said their ability to implement strategies effectively would determine the organisation’s success.
Akutah explained that the programme prepared officers for roles as Assistant Directors, Deputy Directors, and Directors.
A key highlight was the unveiling of a new Retreat Governance and Performance Management Policy.
The policy seeks to ensure retreat resolutions produce measurable institutional results and improved outcomes.
Under the framework, the Executive Secretary’s office will oversee implementation, while SPRD provides technical leadership.
The Human Resources Management Department will coordinate activities arising from the retreat.
Akutah said the policy established a Retreat Steering Committee and performance scorecards.
It also introduced reporting mechanisms and integration of resolutions into departmental work plans.
“Approved resolutions and action points should be incorporated into work plans and performance frameworks,” he said.
According to him, the policy shifts retreats from discussions into measurable, results-driven exercises.
The approach links outcomes directly to organisational Key Performance Indicators (KPIs).
Earlier, Director of Strategic Planning and Research Department, Mr Olurotimi Anifowose, welcomed participants.
Anifowose urged officers to maximise the opportunity by embracing professionalism and innovation.
He stressed that accountability, mentorship, and continuous learning were vital for institutional resilience.
The director described the retreat as a platform for personal growth and organisational renewal.
The programme, which began on Thursday, will end on Saturday.
Participants are expected to develop strategies to improve efficiency and support long-term transformation.
